H.R. 9334 — Workforce for AI Trust Act

This section adds the term "National Laboratory" to the definitions in the National Artificial Intelligence Initiative Act of 2020, with the meaning given in section 2 of the Energy Policy Act of 2005. It also authorizes the National Science Foundation Director to award interdisciplinary artificial intelligence graduate and postdoctoral fellowships to U.S. citizens, nationals, and lawful permanent residents pursuing trustworthy AI research across disciplines, including social sciences and humanities, with support for up to three years of tuition, stipends, salaries, benefits, relocation, travel, and research expenses; requires host institutions to integrate fellows into interdisciplinary teams and disseminate findings; and directs the Director to promote AI skills training, workshops, and supplements across all NSF-supported STEM fields.

This section authorizes the National Institute of Standards and Technology to develop and disseminate workforce frameworks for critical and emerging technologies and other STEM domains. It requires the Institute to create and periodically update an artificial intelligence workforce framework that includes a common lexicon and descriptions of tasks, knowledge, and skills; seek input from federal agencies, state and local governments, industry, higher education institutions, national laboratories, labor organizations, and nonprofits; provide technical assistance to address federal AI workforce gaps; and publish the framework within one year of its development. It also directs NIST to support education and workforce development activities for AI governance and risk management roles.
