This section establishes the Department of Advanced Technology and Artificial Intelligence as an Executive department, headed by a Secretary appointed by the President with Senate confirmation. It sets the Department's mission to develop a Federal AI framework for updating statutes and a government-wide strategy for consistent AI standards and policies across agencies. It directs the Secretary to fund AI research and infrastructure, develop safety and oversight standards, establish cybersecurity incident reporting systems, create regulatory frameworks, and promote AI literacy in schools, workforce programs, and worker protections against labor displacement. It requires the Comptroller General to report to Congress within 180 days on existing AI regulations and programs, any duplication or coordination gaps, and recommendations for restructuring, legislative updates to statutes and executive orders, consumer and privacy protections, and the Department's funding, leadership, and structure. It defines artificial intelligence by reference to section 238(g) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
