This section requires the Secretary to conduct a study within 2 years of enactment on the incidence of heat-related illness and death in the United States. It directs coordination with state health and vital statistics departments to determine deaths attributable to heat as a primary, secondary, or tertiary cause.
This section establishes the Heat Illness AI Surveillance and Response Program under which the Secretary awards competitive grants to between 3 and 5 eligible entities to develop and test AI tools that analyze medical records, death certificates, and coroner reports for heat-related illness while integrating localized weather and occupational data. The section requires grant recipients to conduct surveillance, develop heat response protocols, train clinicians, and perform community outreach; mandates consultation with the Department of Justice, health departments, and utility companies; directs the Secretary to ensure HIPAA compliance and establish an AI advisory board; requires annual progress reports to Congress and a final report by September 30, 2031; directs the CDC to issue national guidelines on documentation and reporting of heat-related illness within 2 years of enactment; and requires the Secretary to issue recommendations by September 30, 2031, for nationwide deployment of such AI technologies.
