This section establishes a private right of action for U.S. citizens against executive branch federal employees, other than the President and Vice President, who coerce or direct artificial intelligence providers to ban, suppress, alter, or restrict AI-generated content, training data, model parameters, or user access based on viewpoint, political affiliation, religion, ideology, or perceived truth or falsity, or who directly interfere with an individual’s lawful use of artificial intelligence. It authorizes courts to award reasonable attorney’s fees to prevailing parties other than the United States and preserves all other remedies for First Amendment violations.
