This section authorizes the Secretary of Defense or a military department Secretary to enter into agreements with the Director of the National Marine Fisheries Service or the Director of the United States Fish and Wildlife Service to expedite reviews under the Marine Mammal Protection Act of 1972, the Endangered Species Act of 1973, or the Magnuson-Stevens Fishery Conservation and Management Act for designated priority military programs or projects. The agreements allow the Secretary to provide direct funding to hire personnel for the reviews when the Secretary determines that national defense interests require completion within a specific period and the agency lacks sufficient funds or personnel.
