§2 Department of Veterans Affairs pilot program to modernize digital identity proofing and authentication systems
This section establishes a Department of Veterans Affairs pilot program to replace legacy single-factor identity verification with commercially available multi-factor digital identity solutions meeting Identity Assurance Level 2 and Authentication Assurance Level 2 standards. It limits the pilot to no more than three high-volume platforms (disability compensation claims, health care enrollment, educational benefits, or home loan benefits) and caps total spending at $25 million from existing information technology appropriations. The section requires an implementation plan within 120 days, an interim performance report after one year, a final report with legislative recommendations, and an independent GAO evaluation within 18 months.
