This section states congressional findings that the Belt and Road Initiative (BRI) serves as a Chinese Communist Party strategy to build a Sinocentric world order, poses national security and economic risks to the United States and partners, and requires a coordinated U.S. government-wide response beyond existing initiatives such as the Partnership for Global Infrastructure and Investment.
This section establishes the policy of the United States to counter efforts by the PRC and the CCP to create an integrated economic and political order under its leadership that threatens U.S. national security, foreign policy, and economy.
This section requires the Secretary of State, in coordination with the Secretary of Commerce and the Chief Executive Officer of the United States International Development Finance Corporation, to submit a report within 180 days assessing the People’s Republic of China’s and Chinese Communist Party’s use of the Belt and Road Initiative to undermine the United States-led international order and establish parallel PRC-centric organizations, together with an assessment of existing United States tools and a detailed interagency strategy to counter the initiative. It also requires an implementation plan within one year that sets program metrics, monitoring and evaluation procedures, and alignment with Indo-Pacific foreign policy goals, with the report submitted in unclassified form and posted on a publicly available government website.
This section defines terms for use throughout the Act, including BRI as the Belt and Road Initiative of the CCP, CCP as the Chinese Communist Party, and China and PRC as the People’s Republic of China.
