This section establishes a low-income veteran rental assistance program under Section 8(o) that entitles qualified veteran families to rental vouchers. Eligibility phases in from families with income no higher than 50 percent of extremely low-income limits in FY2027 to low-income limits by FY2031 and thereafter, with continuing eligibility allowed up to 100 percent of area median income. The section excludes VA disability benefits from income calculations, bars use of funds for the Moving to Work program, prohibits owners of five or more units from refusing tenants solely because they hold these vouchers, requires public housing agencies to furnish assistance with reasonable promptness and refer veterans to supported housing programs where appropriate, and directs the Secretary to maintain an electronic veteran status verification process.
