H.R. 8962 — PERFECT Act of 2026

This section establishes lists of dietary supplement ingredients and performance-enhancing substances prohibited for members of the armed forces, updated at least every 90 days and published in full-view, searchable, and downloadable formats. It authorizes commanding officers to forgo discipline or administrative separation for first-time good-faith possessors or users who agree to education, counseling, or testing, and provides that such possession does not constitute drug abuse. It directs the Secretary of Defense to update DoD Instruction 6130.06 within 120 days, enhance the Operation Supplement Safety website within one year, review dietary supplement safety education opportunities within one year, and submit implementation and annual reports to the House and Senate Armed Services Committees.
