This section authorizes the Secretary of Education, in coordination with the Secretary of Health and Human Services, to award competitive grants to eligible partnerships to establish, support, or expand career and technical education programs of study in early childhood education. It requires applications describing program plans, coordination with Perkins Act activities, and benefits for students and the child care workforce; directs priorities for geographic distribution, rural and urban areas, child care shortages, infant and toddler services, and institutions of higher education; and limits funds to educational materials, educator recruitment and training, work-based learning, and student supports.
