No CRS summary available for this bill.
This section defines terms for the Act, including the appropriate congressional committees as the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform; appropriate Federal agencies as the 15 listed departments and agencies plus others designated by the Director of the Office of Personnel Management; biotechnology positions as those whose primary duties involve biotechnology or support such roles; and the biotechnology workforce, Director, and public-private talent exchanges.
This section directs the Director, in coordination with heads of appropriate Federal agencies, to identify each agency's biotechnology workforce and assess its current and future needs. The assessment must quantify required positions as of enactment and over the subsequent 5- and 10-year periods, report how many are filled, detail qualifications and security clearances for each position, estimate additional appropriations needed for clearances, evaluate Office of Personnel Management classifications and the feasibility of new occupational series, identify workforce challenges and solutions, and examine options for internal training, interagency detailing, prequalified outside experts, and public-private talent exchanges. It requires a report on the findings to the appropriate congressional committees within 180 days of enactment.
