This section directs the Secretary of Housing and Urban Development to establish, within 180 days of enactment, a toll-free telephone number and public website to assist renters of residential properties owned by covered large institutional investors in reporting disputes over potential federal or state law violations or other matters, monitoring them, and obtaining resolution where practicable. It requires the Secretary to investigate federal violations and refer state matters to appropriate state authorities, mandates that investors notify renters in writing at first occupancy and annually thereafter (with updates within 30 days) and post the resource on their websites, and requires annual owner certifications beginning in calendar year 2026 of investor status and the number of covered single-family homes owned. The Secretary must submit an aggregated, anonymized report to Congress each March 31.
