No CRS summary available for this bill.
This section prohibits physicians from knowingly performing a dismemberment abortion that kills an unborn child in or affecting interstate or foreign commerce, with an exception when necessary to save the life of the mother. It defines dismemberment abortion as the use of clamps, forceps, scissors, or similar instruments to slice, crush, or grasp and remove fetal parts one piece at a time, excludes suction-only procedures and removal of a deceased fetus, authorizes civil actions by the woman or a minor’s parent for money damages, statutory damages equal to three times the cost of the abortion, punitive damages, and attorney fees, bars prosecution of the woman, and changes the chapter heading from “Partial-birth abortions” to “Abortions.”
