H.R. 7882 — To provide for the leasing of certain deposits of minerals located within the City of Carlsbad, New Mexico.

This section authorizes the Secretary of the Interior to lease deposits of coal, phosphate, oil, oil shale, gilsonite (including all vein-type solid hydrocarbons), gas, sodium, potassium, and sulfur located on federal or acquired lands within the City of Carlsbad, New Mexico (i.e., covered land), notwithstanding the exclusion for incorporated cities, towns, and villages in the Mineral Leasing Act for Acquired Lands (30 U.S.C. 352), subject to the city's written consent. (The Mineral Leasing Act for Acquired Lands authorizes leasing of such minerals on lands acquired by the United States but excludes deposits situated within incorporated cities, towns, and villages.)
