H.R. 7487 — Rural Jobs and Hydropower Expansion Act

This section expands the Bureau of Reclamation lease of power privilege authority to hydropower using all its facilities (from only small conduit hydropower and pumped storage hydropower exclusively using its reservoirs). It updates terminology from “conduit” to “works facility,” changes “incidental to” to “secondary to,” shifts jurisdiction over inactive FERC authorizations to the Bureau exclusively, and limits the authority to within project boundaries.
