H.R. 5946 — Stamp Out Veterans Medical Debt Act

This section directs the U.S. Postal Service to issue and sell an annual “Veterans Medical Debt Relief Stamp” in time for Veterans Day each year—with no numerical sales limitation under 39 U.S.C. 416(e)(1)(C) and a design determined by the Postal Service—with all proceeds transferred to the Department of Veterans Affairs (VA). The VA Secretary must disburse the funds to applicable offices—including the Veterans Health Administration, Debt Management Center, Financial Service Center, and VHA Revenue Operations—to pay down veterans’ unresolved copayment and coinsurance debts for hospital care, medical services, and extended care services furnished by VA, including under the Community Care Program (i.e., the program under 38 U.S.C. 1703 to furnish such care to enrolled veterans through non-VA providers such as Medicare-participating entities).
