H.R. 2317 — Northern Nevada Economic Development and Conservation Act of 2026

This section defines terms used in the title, including Douglas County, Nevada as the County; the map entitled “Douglas County Economic Development and Conservation Act” dated July 10, 2026; public lands under the Federal Land Policy and Management Act; the Secretary of Agriculture for National Forest System land and the Secretary of the Interior for Bureau of Land Management land; the State of Nevada; the Washoe Tribe of Nevada and California; and the Burbank Canyons Wilderness.

This section states the purpose of the title as conveying Federal land to the Incline Village General Improvement District in Nevada to improve hazardous fuels management and enhance public recreation.

This section directs the Secretary of Agriculture to convey federal land depicted on the “Incline Village Fire Protection Act Map” dated November 12, 2024, to the District within 365 days after the effective date of the title. The District assumes all liability for administration, care, and maintenance, pays fair market value as determined by appraisal under the Federal Land Policy and Management Act, covers all conveyance costs, and receives the land for public uses including fire risk reduction activities and recreation, subject to reserved access easements and any additional terms set by the Secretary.

This section establishes the purpose of the title as conveying certain Federal land along the Truckee River in Nevada to the Truckee River Flood Management Authority for environmental restoration and flood control management.

This section establishes definitions for the title, defining the Secretary as the Secretary of the Interior, including the Bureau of Land Management and the Bureau of Reclamation, and TRFMA as the Truckee River Flood Management Authority in Nevada.

This section authorizes the Secretary to convey specified federal land along the Truckee River in Nevada to the Truckee River Flood Management Authority without consideration for flood attenuation, riparian restoration, and protection. The authority must coordinate with the Bureau of Reclamation and Storey County to provide no-cost easements for access to infrastructure south of the river and Interstate 80, pay all survey and administrative costs, and return the land to the United States if used for other purposes.

This section defines the Secretary as the Secretary of Agriculture for National Forest System land and the Secretary of the Interior for other Federal land. It defines the City as Carson City, Nevada. It establishes the Carson City Federal Land Collaboration Committee, comprised of the City Manager, a designee of the City Manager, and up to three members appointed by the Carson City Board of Supervisors.

This section directs the Secretary to convey approximately 258 acres of federal land to Carson City, Nevada, subject to valid existing rights. The City must pay fair market value as determined by appraisal under the Uniform Appraisal Standards for Federal Land Acquisitions and the Uniform Standards of Professional Appraisal Practice, may sell or lease the land to third parties, and must deposit any sale proceeds into the account described in section 407.

This section authorizes the conveyance of specified federal land managed by the Forest Service to Carson City for roadway expansion. Carson City must pay fair market value for the land, cover all associated costs including surveys and environmental restoration, and construct a crosswalk across South Curry Street within 90 days to maintain access to the Carson Ranger District Office.

This section authorizes the City to sell, lease, or otherwise convey land conveyed under section 2601(b)(4) of Public Law 111–11 to third parties for economic development, recreation, or other public purposes consistent with the Recreation and Public Purposes Act (43 U.S.C. 869 et seq.). Sales must occur at not less than fair market value, with proceeds deposited in the account described in section 407 of this title.

This section directs the Secretary to offer approximately 28 acres of Federal land in Carson City, Nevada, depicted as “Lands for BLM Disposal” on the map entitled “Carson City OPLMA Lands” and dated September 20, 2024, for sale as soon as practicable. The sale must occur through competitive bidding at not less than fair market value, with the purchaser paying all survey and administrative costs, and the City retaining a public utility easement along Koontz Lane and Conti Drive plus a drainage easement for a future detention basin.

This section requires the City of Carson City to convey approximately 17 acres of land to the Secretary of the Interior within one year of enactment. The Secretary must sell the land to qualified bidders at fair market value through competitive bidding, with the City retaining a public utility easement and access for a municipal well plus a public right-of-way for Bennet Avenue, and with conveyance costs paid by the City and disposal costs paid by the purchaser.

This section establishes the Carson City Special Account in the Treasury and directs proceeds from land sales under this title and section 2601(e)(1)(B) of Public Law 111–11 to be deposited in the account. The Secretary may expend the funds without further appropriation for reimbursement of sale preparation costs, wildlife habitat conservation and restoration projects including for greater sage-grouse, hazardous fuels reduction and wildfire prevention projects, acquisition of environmentally sensitive land, capital improvements by the Bureau of Land Management and Forest Service, and educational activities in Carson City, Nevada.

This section requires the Secretary of the Interior to offer the land described in subparagraphs (A) and (B) of paragraph (2) for sale to the highest qualified bidder not later than 2 years after enactment of the Northern Nevada Economic Development and Conservation Act of 2026, if qualified bidders exist.

This section defines terms for the title, including the County as Pershing County, Nevada; eligible land as unencumbered Bureau of Land Management surface and mineral estate within the Checkerboard Lands Resolution Area or additional lands identified on the map titled “Pershing County Checkerboard Lands Resolution” and dated July 8, 2024; encumbered land as portions of that area subject to mining claims, millsites, or tunnel sites; qualified entities as current owners of such claims and their successors; and the Wilderness Area as any area designated under section 521(a).

This section states findings that the checkerboard land pattern created by the Pacific Railway Act of 1862 along the Union Pacific Railroad right-of-way has caused ongoing management difficulties and costs for county governments, private landowners, and federal agencies, and that consolidation of parcels through sales and exchanges would improve the county tax base and simplify federal land management.

This section authorizes the Secretaries of the Interior and Agriculture to establish a Federal complex on designated Federal lands in Nevada to house the Bureau of Land Management Nevada State Office, Forest Service Humboldt-Toiyabe Headquarters, Fish and Wildlife Service Reno Fish and Wildlife Office, Bureau of Indian Affairs Western Nevada Agency Office, and optional offices for the Bureau of Reclamation and Carson City and Ranger District operations. It directs 10 percent of deposits into special accounts under titles I, IV, and V of the Act, with secondary funding from agency operation accounts if needed, for construction.

This section defines terms used throughout the Act, including the City of Elko, Nevada; Elko County, Nevada; the approximately 644 acres of federal land identified for conveyance to the City; the approximately 3,475 acres identified for conveyance to the County; and the Secretary of the Interior.

This section directs the Secretary to convey specified federal land to the City of Elko at fair market value, subject to valid existing rights. The City must pay the appraised value plus all survey, appraisal, and administrative costs, with gross proceeds deposited into the special account created by the Southern Nevada Public Lands Management Act of 1998.

This section directs the Secretary to convey specified federal land in Nevada to Elko County at fair market value, subject to valid existing rights and upon the county’s request. It requires the county to pay the appraised value determined under the Uniform Appraisal Standards for Federal Land Acquisition and all related conveyance costs, with gross proceeds deposited into the special account created by the Southern Nevada Public Lands Management Act of 1998.

This section directs the Secretary of the Interior to convey approximately 12,085 acres of federal land in Nevada to the City of Fernley at fair market value upon the City's request. The City must pay the appraised value plus all survey, appraisal, and administrative costs, with gross proceeds deposited into the special account created by the Southern Nevada Public Lands Management Act of 1998.

This section defines the City as the City of Sparks, Nevada, the Map as the map entitled “Sparks Public Purpose Conveyances” dated April 15, 2020, and the Secretary as the Secretary of the Interior for purposes of the title.

This section conveys approximately 40 acres of federal land, depicted as “Cemetery Conveyance” on the Map, to the City without consideration for use only as a public cemetery. The City must pay all survey and administrative costs.

This section directs the Secretary to convey without consideration approximately 448.16 acres for Golden Eagle Regional Park and 266.04 acres for Wedekind Regional Park to the City, subject to valid existing rights. The conveyed land may be used only for public parks or other public purposes consistent with the Recreation and Public Purposes Act, and reverts to the United States if used inconsistently.

This section preserves the allocation, ownership, interest, or control of any water, water right, or other valid existing right held by the United States, an Indian Tribe, a State, or a person as in existence on the date of enactment.

This section expands the conveyance of Federal land in Storey County, Nevada, to include additional Bureau of Land Management land generally depicted as “BLM Owned County Request Transfer” on the map entitled “Restoring Storey County,” dated October 22, 2020.

This section directs the Secretary concerned to finalize maps and legal descriptions of all land conveyed under the Act as soon as practicable after enactment and to make them available for public inspection in Bureau of Land Management or Forest Service offices. It authorizes the Secretary and land recipients to make minor boundary adjustments and correct minor errors by mutual agreement.

This section authorizes the Secretary, in consultation with the State of Nevada, to make minor boundary adjustments to parcels of Federal land conveyed under the Act and to correct minor errors in maps, acreage estimates, or legal descriptions.

This section deems the consent of the Walker River Paiute Tribe obtained for use of the Walker Lake Parcel for the Greenlink West Project if the parcel is taken into trust for the Tribe. It requires the pending National Environmental Policy Act review to be modified to reflect trust title and address other laws applicable to rights-of-way on Tribal land, and directs the Secretary of the Interior to approve a right-of-way agreement providing compensation, term, renewal, access, and an annual premium usage fee to the Tribe.

This section directs the Secretary of the Interior to release all remaining federal reversionary interests in land conveyed to Nevada by patent 27–80–0056 on December 13, 1979, in Clark County, upon the State's request and subject to valid existing rights. The conveyance requires the State to pay administrative costs, indemnify the United States against boundary disputes, and manage the land under 49 U.S.C. 47504 and section 744 of the FAA Reauthorization Act of 2024 for development of the Southern Nevada Supplemental Airport.
