This section establishes the Public Safety Power Shutoff Event Reporting Program within the Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response. It requires each covered electric utility to report, within 7 days of initiating and ending such an event, the geographic extent, start and end times, number of customers and critical services affected, hazard conditions, public communications, coordination with state and local entities, notifications to hospitals, and impacts on underserved communities. The Secretary must publish quarterly anonymized aggregated summaries on a public website, share information with FEMA, HHS, FCC, the National Interagency Fire Center, and state authorities, provide a mechanism for local and Tribal feedback, and may issue nonbinding guidance on reducing impacts; reported information is exempt from FOIA and protected from certain uses in civil actions.
