H.R. 10807 — Get the Flock Out of Our Communities Act

This section prohibits the use of federal funds to purchase, deploy, install, maintain, access, lease, or operate automated mass surveillance systems, including automatic license plate readers, biometric surveillance systems, and facial recognition technology. It bars federal agencies from acquiring, possessing, accessing, or using such systems or information derived from them in the United States. It requires removal of existing systems within 30 days of enactment and permanent deletion of prohibited data within 7 days. Data obtained in violation is inadmissible in any court or administrative proceeding. States and units of local government must certify that they do not maintain or access such systems to remain eligible for Byrne grant program and COPS grant program funding.
