H.R. 10699 — Dropbox Access Act

This section requires states to provide in-person, secured, and clearly labeled drop boxes for voted absentee ballots in every county for federal elections. Drop boxes must be available from 45 days before the election until polls close, with the number set at one per 20,000 registered voters (or at least one in smaller counties), located to ensure non-discriminatory access including by public transportation and in rural and Tribal communities, and accessible to individuals with disabilities and limited English proficiency. The requirement takes effect for the November 2026 general election.
