This section establishes the United States Submarine Cable Security Policy within 180 days of enactment, in consultation with the Assistant Secretary of Commerce, to identify security risks for licenses to land or operate submarine cables connecting the United States to foreign nations or covered nations (as defined in 10 U.S.C. 4872(f)(2)) and for arrangements with entities on the covered list under 47 U.S.C. 1601. It directs the Commission to adopt standard security measures addressing physical security, supply chain security, and cybersecurity risk management plans, plus enhanced measures for higher-risk cases, as license conditions; prohibits conditions requiring security agreements or prior Committee approvals; and requires rules for Committee referrals and self-certification of ownership and compliance.
