H.R. 10681 — National Critical Minerals Council Act

This section establishes the National Critical Minerals Council in the Executive Office of the President. The Council is co-chaired by the Secretary of the Interior, the National Security Advisor, and the Director of the National Economic Council; designates a Chief Minerals Advisor; and comprises representatives from 18 specified federal agencies. It develops and coordinates a national critical minerals and critical materials strategy to secure domestic supply chains, reduce reliance on foreign adversaries, align agency budgets, track foreign investments, and harmonize interagency policies.
