The quantity threshold must reflect battery weight, dimensions, and energy capacity across varying risk profiles; placards must be visible from all sides and identifiable by law enforcement and first responders; the Secretary must conduct an economic impact assessment covering manufacturing costs, supply chain effects, and impacts on small and rural businesses; consult specified stakeholders; brief Congress within 30 days of the revisions; and conduct biennial reviews of the thresholds and requirements, reporting to Congress before any further modifications.
