H.R. 10653 — Police Training and Independent Review Act of 2026

This section authorizes the Attorney General to award one-year grants to states to implement annual training on fair and impartial policing for all law enforcement officers and academy enrollees, consisting of at least 8 hours of initial training and 4 hours each year thereafter on anti-bias, cultural diversity, mental illness, crisis intervention, and de-escalation tactics. It conditions eligibility on states enacting and maintaining an independent prosecution of law enforcement statute for officer use of deadly force and requires annual verification plus Inspector General audits.
