H.R. 10649 — Safe Disposal of Opioids Act of 2026

This section authorizes the Attorney General to award grants to covered entities to establish or maintain disposal sites for unwanted prescription medications, with no more than 10 percent of awards going to law enforcement agencies or manufacturers, distributors, or reverse distributors. It imposes a fee of 1 cent per 100 milligrams on sales of active opioids by manufacturers, producers, or importers, requires the Secretary of Health and Human Services to discount such fees for eligible cancer and hospice patients at the time of purchase, and authorizes appropriations equal to fee collections for FY2027 and each subsequent year.
