“To amend the Federal Insecticide, Fungicide, and Rodenticide Act to require public disclosure when certain pesticides are used on Federal land.”
No CRS summary available for this bill.
This section establishes a publicly available EPA database documenting pesticide applications on Federal land by covered agencies. It requires each covered agency to report the applying entity, location with geographic coordinates, active ingredient, date, and purpose within 5 days of application, and to submit all preexisting data within 1 year of enactment. Information is subject to public disclosure except when the agency head determines that disclosure would harm national security, in which case protection lasts up to 1 year and is renewable with congressional notification. Any person may sue a covered agency for reporting failures, with damages up to $5,000 per instance or $25,000 per 3-month period of noncompliance.
