H.R. 10528 — To amend the Financial Literacy and Education Improvement Act to include secondary schools in best practices for teaching financial literacy, and for other purposes.

This section expands the Financial Literacy and Education Commission’s development of best practices for teaching financial literacy to cover secondary schools as well as institutions of higher education. It requires updated best practices by January 1, 2027 (from May 24, 2018), including methods for higher education students on total borrowing, repayment options, and engagement, and for secondary school students on budgeting, saving, investing, credit fundamentals, scam avoidance, and postsecondary financing options. It applies related requirements to secondary schools.
