This section requires air carriers and foreign air carriers to provide full cash refunds, including taxes and ancillary fees, for cancelled flights or significantly delayed or changed flights (defined as arrivals 3 or more hours late for domestic flights and 6 or more hours late for international flights) when passengers decline the flight or any offered rebooking. Refunds must be issued within 7 business days for credit card purchases and 20 days for cash or other payments. It also requires covered carriers (those with prior-year operating revenue above $1.5 billion, adjusted for inflation beginning in 2028, or foreign carriers serving the United States) and ticket agents to offer full cash refunds for passenger cancellations made at least 48 hours before departure, with prior written disclosure of that right, and limits alternative vouchers or credits to non-expiring options that include clear notice of the refund right. The Secretary must extend the requirements to ticket agents within one year.
