H.R. 10479 — Quantum Benchmark Act

This section requires the Secretary of Defense to issue, within 180 days of enactment, a policy that defines quantum computing systems, establishes a validation and verification process before development or acquisition, and aligns such activities with the Defense Advanced Research Projects Agency Quantum Benchmarking Initiative. It prohibits any element of the Department from developing or acquiring a quantum computing system unless validated and verified under the policy, subject to case-by-case waivers reported to the congressional defense committees within 15 days with justification.
