H.R. 10451 — Emergency Grant Aid for College Students Act

This section establishes an emergency financial aid grant program under which the Secretary awards grants to institutions of higher education to provide emergency grants to eligible students facing financial challenges related to any component of cost of attendance or ability to continue studies. It requires applications describing grant estimates, eligibility criteria, outreach to means-tested benefit programs, online application and appeal processes, 10-business-day disbursement timelines, and prioritization of students with financial need, with priority for community colleges, institutions under section 371(a), rural institutions, those with at least 33 percent Pell Grant recipients, and under-resourced institutions with 50 percent or higher admissions rates.

This section prohibits the Secretary of Education from entering into or implementing any agreement with another Federal agency to administer, operate, or oversee programs, make grant awards, provide technical assistance, enforce requirements, collect or share data, conduct oversight, or monitor grantees under this Act. It also bars the Secretary from transferring activities or appropriations to another agency or using its research, equipment, services, or facilities for these purposes.
