H.R. 10368 — Jimmy Deal Trafficking Survivors Assistance Act of 2026

This section defines terms used in the Act, including the Administration (Transportation Security Administration), Administrator, airport (air carrier airport under 49 U.S.C. 47102 as of May 1, 2024), human trafficking (severe forms of trafficking in persons under 22 U.S.C. 7102), responsible party, service provider (nonprofit organizations offering emergency services, case management, mental health care, and legal services to trafficking victims), and TSPoC (Trafficking Survivor Point of Contact).

This section establishes the position of Trafficking Survivor Point of Contact at each airport where the Transportation Security Administration screens passengers and property, and designates a passenger support specialist to fill it. It requires each point of contact to assist survivors of human trafficking with screening and travel procedures through the TSA Cares program, to liaise with service providers, to review Department of Homeland Security training materials on human trafficking and trauma-informed care within 30 days of designation, and directs the Administrator to publish and maintain online information about the program and services within 30 days.

This section directs the TSA to assist eligible service providers arranging air travel for survivors of human trafficking who lack identification documents. It requires providers to submit organizational details and confirmations 30 days in advance, including arrangements for unaccompanied minors and destination meetings, and waives TSA ConfirmID fees. The TSA must provide identity verification information, submit TSA Cares requests, serve as a liaison during vetting, accompany travelers through security and to the departure gate, and ensure a designee meets them at the arrival gate.
