H.R. 10340 — 9/11 Legacy Preservation Act of 2026

This section states congressional findings on the September 11, 2001 terrorist attacks, including the 2,753 deaths in New York, 184 in Virginia, and 40 in Pennsylvania, and the value of collecting oral histories from survivors for historians, researchers, and future generations.

This section establishes an oral history program at the American Folklife Center of the Library of Congress to collect video and audio recordings of personal histories and testimonials from September 11, 2001 survivors, to gather and catalog related written materials such as letters and diaries, and to make the resulting collection publicly available through the National Digital Library and other means. The Director must begin collection as soon as practicable after enactment, prioritizing the oldest survivors, and may partner with other government and private entities.

This section authorizes the Librarian of Congress to solicit and accept donations of funds and in-kind contributions for the oral history program under section 3. It establishes a dedicated gift account in the Treasury and requires that all such donations be deposited into and used solely from that account.
