H.R. 10288 — Rural Broadband Modernization Act

This section sets minimum broadband transmission speeds for ReConnect program loans and grants at 100 Mbps downstream and 20 Mbps upstream. It prohibits denying or giving lesser preference to applications based on the technology used, including terrestrial, non-terrestrial, or low-Earth orbit satellite systems, requires the Secretary of Agriculture to publish public reports on the number of locations served and technology within 30 days of each award and on disbursements and locations served upon project completion, and directs the Secretary to issue final implementing regulations within 180 days.
