This section establishes a panel, convened by the Secretary of Health and Human Services in consultation with the Attorney General, to issue recommendations on training and protocols for 9-1-1 dispatchers responding to behavioral health crises. The panel, composed of psychiatrists, paramedics, law enforcement, 9-8-8 representatives, and others serving staggered 5-year terms, must consider diverting callers to crisis services, integrating the 9-8-8 system, standardized assessments such as LOCUS and ASAM Criteria, cultural competency training, and recruitment of specialized personnel; develop privacy-protected data collection standards on outcomes and disparities; coordinate with SAMHSA; update recommendations every 5 years; and report findings to Congress.
