This section directs the Administrator of the Federal Motor Carrier Safety Administration to issue regulations within 180 days extending the waiver for the commercial driver’s license skills test under the military skills test waiver program from 12 months to 24 months after a qualified individual separates from the military.
This section requires states to waive the knowledge test for a commercial learner’s permit or commercial driver’s license, and the driving test for a commercial driver’s license, for covered military operators—current or former members of the Armed Forces regularly employed in designated military occupational specialties such as Army 88M, 14T, or 92F; Air Force 2T1, 2F0, or 3E2; Marine Corps 3531; or Navy Equipment Operator—provided they certify and document a clean driving record and recent operation of a representative commercial motor vehicle during the 24-month period before application. It also requires states to waive the driving and knowledge tests for passenger, tank vehicle, and hazardous materials endorsements under parallel conditions, while preserving all other federal standards including background checks for hazardous materials endorsements.
