“To prohibit States from dividing documented communities of interest into multiple congressional districts, and for other purposes.”
No CRS summary available for this bill.
This section requires states to identify and document communities of interest before congressional redistricting, accept and consider resident-submitted proposals for such communities, and prohibits dividing documented communities into multiple districts except to equalize populations, comply with the Voting Rights Act of 1965, or preserve another community. It mandates public justification for any divisions and authorizes residents to sue in federal district court for enforcement or to compel consideration of proposals. It directs the Election Assistance Commission to provide states with mapping standards and tools, and defines a community of interest as a geographically connected population sharing cultural, historical, economic, or social characteristics.
