H.R. 10046 — DEPOTS Act

This section authorizes the Secretary of Defense to write off or eliminate internal Department accounting charges, such as remaining depreciation or debt, for capital assets at military depots and arsenals that do not generate revenue due to federally directed mission realignments. Write-offs must recover prior cash outlays from revolving funds, apply only to internal accounts and not contractor payments, and may be delegated to the Secretary of a military department.
