H.R. 10039 — SMART Savings Act of 2026

This section exempts individual retirement accounts from the prohibited transaction rules of section 4975 of the Internal Revenue Code. It preserves the existing self-dealing prohibition for IRA owners and beneficiaries but permits relationship benefits, defined as reduced-cost, no-cost, or enhanced products or services provided when account value or fees are considered. The amendments apply to transactions occurring after the date of enactment.
